The primary insulator interrupting the circuit is air, but other insulators also play a role. In the basic form of a switch, a knife switch, the air between the blade and the brush is primary insulator, but the body of the switch (ceramic, plastic, etc) also insulates the input and output terminals from each other. Common switches (wall switches, relays, contactors, etc) are just safer designs of switches. That said, high voltage and high current switches use specialty oils and vacuum and the insulator to quench the arc when the switch opens.
