Let the original value be x

Value after 2 successive discount:

20% of x = 0.2x

Value after 20% = x - 0.2x = 0.8x

5% of 0.8x = 0.05(0.8x) = 0.04x

Value after 5% discount = 0.8x - 0.04x = 0.76x

Value of a single 25% discount:

Discount = 25% of x = 0.25x

Value after discount = x - 0.25x = 0.75x

Compare the two values:

0.75x < 0.76x

a single discount is a better deal

Answer: A single discount is a better deal.
