A withholding tax is something is like a tax deducted at source, specially one levied by some countries on interest or dividends paid to a person who stays out of the country.
Various examples are there for withholding tax. Health insurance, Retirement savings these can be considered as withholding tax only.
Also a sample paycheck stub is also an example withholding tax. Some deductions are made before taxes like insurance. It would be deducted from the gross wages before deducting taxes.
