Excess of anything is bad. For me both are wrong options if used excessively. But still T.V. is the apt. option as at least there is a far distance between the viewer and the T.V. but on mobile there is not that much distance so it appears more bad for eyes if compared to T.V. so in this comparison, watching T.V. is better than playing mobiles.
