IAS officer is more powerful than IPS ,IFS and IRS

IAS officer can become Cabinet Secretary where most of the laws are signed by him.

Where a IPS officer can reach upto Director General of Police(DGP) which is lower position than Cabinet secretary.

UPSC highest rank holder can choose IPS but vise versa is not possible.

A district Superintendent of Police(SP) should obey order of DM or DC.

So IAS officer is more powerful than IPS.

And,

For IFS, IAS officers will make policies for IFS officers.
