Acetic acid is stronger than phenol. This is explained on the basis of resonance.
Acetic acid is less stable than phenol due to resonance. Phenoxide ion is less stable than acetate ion due to resonance. As a result of it acetic acid ionises to a large extent as compared to phenol.
Hence, acetic acid is a stronger acid than phenol and is more acidic.
