so , Option (A) is more basic .

order of basicity is

(1) > (2) > (3)

Generally it is tertiary > secondary > primary but in solvent phase it is

Secondary> primary > tertiary > ammonia.

Here hinderness for Hydrogen bond and inductive effect play their major role in solution.
But in gas phase there is no possibility of H bond. So, inductive effect plays a major role.
