Na2CO3 is more basic.Basic solutions are formed by dissolving bases in liquids such as water.


Generally, the base is in solid form, such as sodium hydroxide pellets and this solid base is known as the solute for it is what is being dissolved.


And the water is known as the solvent due to its role as the liquid that dissolves the base.
