It's because of a simple phenomenon called Specific Heat Capacity. Ice at 0° still needs certain amount of energy to become water at the same temperature. This energy is called Latent Heat of Fusion. As the name implies, ice needs heat that is latent to change its state and during this change, there is no change in temperature. So, when you mix something else with ice at 0°C, the ice will first adsorb latent heat to change its state before the temperature of the mixture cools. But, in the case of water at 0°C, the change in temperature of the substance you're mixing is not so effective simply because, ice at 0°C adorbs more heat than water at the same temperature.
