Both the entities will be equally "hot" at given same temperature.

From what I collect your question to be, I think you mean which one is more harmful or dangerous.

Well to answer this, we must know about the concept of entropy.

Entropy is the available energy on a substance or degree of randomness.

So, steam at 100°C possesses much higher entropy that water at the same temperature.

Hence, Steam is much more harmful at a hundred degree Celsius.
