2x²+0x+(-9)=0

Yes, it is quadratic equation ( but incomplete )

3x²+(-5x)+7=0

yes, it is a complete quadratic equation.

(x+1)(x-3)

x(x-3)+1(x-3)

x²-3x+x-3

x²-2x-3

yes, it is also a complete quadratic equation.
