Generally between the age of 3-4 years, a child is able to control his emotions, or at least is aware about it.
However, that depends upon how they are brought up or the difference in their nature. Thus, it depends upon child to child.
At this tender age, the child's emotional development depends upon the environment and surroundings he is in which greatly affects his emotions.
This is where parents needs to be aware about their behaviour and nurture the child to hel in their development.
