Of both options, one would assume that because both organs are functioning until you die (except for the heart, which can be bypassed), there is not a clear cut answer.
This being said, there is. Both the heart and brain are constantly functioning, but there is one major difference between both organs: one controls the activity of the other. This would be the brain.
People often make a misleading description of the heart, that it has its own electrical system apart from the brain. In fact, it does have various bodies of nerves within the heart in order to keep it functioning perfectly. But, without the input of the brain from the Vagus nerve, the heart’s function would cease. Therefore, it does not generate its own electrical signal per se, but it helps propagate the one that it has received.
So, like others have stated, the brain is the most busy organ, as it does not stop, and once its function ceases, you are “brain dead” and effectively dead to the healthcare provider, although your blood may be pumping via a machine and your lungs may be working on a ventilator. It's heart because it pumps blood 24 hrs nonstop whereas brain can go inactive for few minutes during sleep but heart cannot......

Your heart is the busiest organ in human body
It pumps the blood continuously through out your body(well it has helpers where artery and vein do the further job for him) and it never rests ,what am i saying is that it does rest when there is a heart failure and when the person dies....
and of course it is hardest worker
