The smallest number is formed by the following the given steps:

(a Place the greatest digits at one's place. i.e. in this case 9

(b) Place The next smaller digit at ten’s place and similarly do this for all the digits till all the given digits have taken their respective places.

(c) The smallest digit is placed at the highest place of the number i.e. 1

Note: We can not place 0 at the highest place because then the number formed will be a 5 digit number.
