The middle tier of the Panchayati Raj System is known as Panchayat Samiti. The Balwant Rai Committee recommended on the formation of the scheme of “Panchayati Raj” during January 1958.
This samiti generally consists of 20 to 60 villages which however depends upon its population and area. This Samiti consists of the following
- nearly 20 members which are elected by and from the Panches of all the Panchayats which fall under their block area;
- 2 women members and 1 member from both the Scheduled Tribes and Scheduled Castes to be co- opted if only they do not get a chance of adequate representation
- 2 local persons having experience in the field of public life and administration
- Representatives of the Co-operatives who are involved in the activities within the jurisdiction of the block
- 1 representative who is elected by and from the members of every small municipality which is within the geographical boundary of a block
- Associate members are elected from the members of the State and Union legislatures who are viewed as the representative of the area.
The Pradhan is the President of the Panchayat Samiti followed by the Up-pradhan .
