This paper presents the aspects of cell planning which are useful considerations for building cellular networks. Some principles of GSM and their usual problems are studied. CelP lannerT M 9.3 software for wireless system design was used to improve some of these issues. In terms of antenna and propagations, the actual environment has a natural phenomenon that includes reflection, refraction and absorption. Design a cellular system that covers a geographic area is affected by the actual environment influences. Thus, morphological data, which exists in the CelPlanner software, does determine the reflection coefficient of the surface and it gives different effects on the antenna pattern as well as makes it quite difficult to plan the given network. Hence, planning such a network over a geographical area requires dealing with these issues and improving the network performance. This work has investigated the effects of the geographical data (topography and morphology) on the modelling of cellular mobile radio networks in a specific area and getting familiar with the traffic channels allocated in that area by solving the problem behind traffic service. The problems were solved by employing 27 Base stations, which were distributed by using cluster of four cells. Although cluster of four cells is not common nowadays because the reuse distance is not far enough to achieve a good performance, it works quit acceptable at this area. However, this work gives a better chance to employ cluster of seven cells if the planner seeks to achieve a perfect performance.
