 Francium is the most reactive metal and fluroine is the most reactive non metal.
Reason:For metals reactivity increases down  a group and in period from left to right.
Francium being a radioactive metal with short half life, its properties are not studied much. Hence we can select Cesium as the most reactive metal.
Conclusion: In metal Cesium and non metal Fluroine are the most reactive
