hi mate, according to news we can say that fluroid is the strongest nucleophile

and also in brief HO- is a better nucleophile than H2O. NH2(-) is a better nucleophile than NH3. HS(-) is a better nucleophile than H2S. The greater the negative charge, the more likely an atom will give up its pair of electrons to form a bond.

However, in the gas phase (or another aprotic solvent), F- is the stronger nucleophile because of its small size. The small size causes its charge to be extremely condensed, and in organic chemistry, the lack of ability to spread out the charge = highly unstable/reactive.
