Which is the strongest oxidizing element in 3d transition series in + 3 oxidation state?

HEY THERE

The elements in 3d transition series are :

Sc, Ti, V,Cr,Mn , Fe,Co, Ni,Cu and Zn

And the element showing +3 oxidation state is Sc because it can't lose 2 electron to form a positive ion because it can cause  destabilisation . It can form a +3 ion to achieve a noble gas configuration . The energy needed for removing one more electron from Sc is high, hence it is very difficult to form a +2 oxidation state .
