1. Clergy comprises of the powerful priests who was most powerful and they are not required to pay taxes.

2. Nobility comprised of the emperor and the people who were very rich and prosperous and even they are also exempted from paying taxes.

3. The 3rd estate comprised of laborers, producers, advocates, some middle-class minsters, etc and all the burden of paying taxes was on the shoulders of third estate.
