As per Maclean the Prayagwal Brahmin priests of Prayag adapted their annual Magh Mela to Kumbh legend for increasing the significance of their tirtha.  

The Mela at Ujjain began in 18th century when Maratha ruler Ranoji Shinde brought ascetics from Nashik to Ujjain for a local festival occurring there.

Actual Mela is held in Allahabad of India.
