Which layer is safe for flying aircrafts?

An aeroplane flies in the stratospherelayer of the atmosphere, which is the second layer from the Earth's surface. The troposphere, the lowest layer, is an unstable layer where air is moving constantly. If aeroplanes were to fly in this layer it would be a much bumpier ride, also called turbulence.
