Which layer of atmosphere is used for telecommunications?

The parts that reach the surface include the entire visible spectrum, and all but the shortest of radio waves. Only a small part of the infrared range reaches the surface. Most of it is absorbed by the two lowest parts of the atmosphere the stratosphere and the Troposphere.
