The easy answer would seem to be the surface horizon because that’s where most organic matter is being deposited. That answer is usually accurate.

But it would ignore other soils that have different ideas about appropriate locations for organic matter. This occurs in soils referred to as Spodosols, podzols, or podosols. These soils sometimes have appreciable accumulations of humus below the surface. This humus ends up at depth after being carried downward, through the leached-out horizon you see above it, by infiltrating rainwater.
