According to me, “The great mass of the citizens become lovers of money.” supports the idea that money corrupts the government the most.
An excessive inflow of corrupt money and pressure to accept it bend the government into accepting corrupt methods. A major separate body could be setup to monitor and make sure that this does not happen.
