The following are the steps which we can take to increase employment opportunities in rural areas :
a.) Provision for infrastructural facilities :
Emphasis can be given on increasing public services like building of roads, canals, dams, embankments, etc. This will help to provide employment to the rural workers in their construction as well as will increase the productivity of the agriculture.
b.) Strengthening of service sector :
Public sector can be promoted for the welfare of the society and to provide employment to people. More hospitals, schools, etc. can be made to provide employment to doctors, teachers, nurses, etc. It is believed that more than 5,00,000 employment opportunities can be generated from health-care sector itself.
c.) Tourism shall be promoted : Ecotourism, medical tourism, vedic tourism, farm tourism, etc. can be promoted to increase employment in this field. Also many natural parks, sanctuaries, monuments, etc. can be developed to contribute for the same.
d.) Setting up of industries : Industries and factories especially agro based industries and other small scale industries can be set up in rural and semi-developed areas. They can provide permanent employment to rural workers and well as employment to people in those seasons when there is no work in agriculture.
e.) Procession of cheap and easy credit :
If the farmers are provided with cheap loans and credits with low rate of interest, they could buy seeds, fertilizer , pesticides, etc. and can thus increase the productivity of their farms. This may increase their income as well as standard of living.
Also cheap loans can help people in starting small - scale business and industries. This overall can provide employment to many people in an area.
f.) Government Policies :
The central government of India recently made a law implementing the right to work in 200 districts in India. It is called as Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA, 2005).
Under MGNREGA, 2005 all those who are able bodied and do not get work, will get 100 days of guaranteed regular employment in a year. If the government fails to do it, the person would be given the allowance of unemployment.
