Answer:It is an exception because HNO3 is a strong oxidising agent yet it reacts with Magnesium(Mg) and Manganese(Mn) to evolve Hydrogen gas .....

Apart from magnesium , only manganese and zinc liberate H2 from VERY DILUTE nitric acid. When metal reacts with water ( hot / cold ) it will form metal hydroxide and hydrogen gas but when metal reacts with steam it will form metal oxide and hydrogen gas.
