Latitude has nothing to do with determining time on earth. Longitude can allow you to determine time. If you can determine the longitude you are at and know the time at some other longitude, then the difference between the two lets you calculate the time difference (as in time of day). But you would need to know both longitudes, or something equivalent. That is why the British awarded a prize to develop an accurate clock for use on ships. They did the opposite - they knew the time difference between Greenwich and where they were and then calculated longitude from that.
