There was no Mughal land revenue policy before Akbar and later Aurangzeb. Both Humayun and Babur did not propose any modifications because they were the original conquerors of Mughal dynasty and prevailed pre-occupied in suppressing resistance, incorporating empires and preserving peace.

A conventional land revenue system was authorized by Akbar. However, the policy of Akbar was itself based policies implemented by Sher Shah Suri executed during his short-term ownership. Thus, the land revenue system of Akbar was not innovation nor an inventiveness. His responsibility to the earlier rulers is enormous but this has not reduced his fame as far as land revenue system is regarded.
