Which nation violated the Kellogg-Briand Pact in 1931?

The Kellogg-Briand Pact was violated in 1931 when Japan invaded Manchuria. Although Japan had signed the treaty, the League of Nations, the United States, and the other countries that had signed the pact did little about the situation. With the economic depression that was affecting the majority of the world and the fear of starting another world war, other countries, along with the League of Nations, felt it was not beneficial to stop Japan. Furthermore, the Kellogg-Briand Pact did not provide any guidelines on how to punish or stop a country that violated the peace treaty. Other countries, including Germany and Italy, later broke the pact, so the world would eventually be swept into World War II. In the end the Kellogg-Briand Pact did little to stop World War II from occurring.
