The action for a certain stimulus is decided by all three neurons:  

1. Sensory neuron  

2. Motor neuron  

3. Inter-neuron

These three neurons together form the reflex arc. The sensory or afferent neuron carries the stimulus impulses from the sensory organs to the central nervous system (CNS), the interneuron or associative neurons mediates the impulse from sensory to motor neurons.  

The motor neurons or efferent neurons then transmit the impulse from the CNS to the peripheral sensory organ for the generation of reflex action against a stimulus.
