Y is more reactive because it has incomplete octet and it needs 2 electrons to complete its octet whereas in X it has complete octet . which means its a inert gas and inert gases are stable and are unreactive.

hope it helps you

Atomic number 16 : oxygen
16--> 2 8 6
Atomic number 18: argon
18--> 2 8 8

As you can see argon has achieved octet structure so it has stable electronic configuration
So its less reactive

Thus
Answer is Y
