More easily the electron is removed less energy is required. Therefore, as size of atoms increases down the group removal of valence electrons become easy.

Hence, smaller is the value of ionization potential stronger will be the reducing agent.

As elements of group 13 are B, Al, Ga, In, Tl. As Tl is larger in size.

So, we can conclude that Tl is the group 13 that is strong reducing agent.
