No alkenes and alkynes doesn't undergo substitution reaction because we know they form covalent compound or covalend bond having a double or triple bond. But similarly like metal and nonmetal they also want to become chemical unreactive just like noble gases that's why unsaturated hydrocarbons also want to become unreactive compounds so in order to attend unreactivity they do addition reaction not the substitution reaction. As in substitution reaction only atoms are replaced, in substitution breaking of double or triple bond does not occur.
