An assymetric carbon is also called chiral carbon and it must be

 {sp}^{3}

hybridised with all four bonded species different.

So C1 and C4 cannot be chiral as they are sp2 hybridised.

C3 and C2 are chiral as they meet both the above conditions.

Correct answer is [B]
