steam causes more severe burns at the same temperature because it has latent heat of vaporization so it has more kinetic energy than water.

Steam causes more severe burn than boiling water.

Boiling water at 100°C changes into steam at 100°C absorbing latent heat of vaporisation. Due to this extra amount of heat steam causes more severe burns than boiling water although the two are at the same temperature.
