Flourine is the most electronegative element .... hence it does not lose an electron easily....  It has 7 electrons in the outer most orbit..  It is the smallest size atom too.  So it does not lose electrons easily.

Na , has one valence electron, Magnesium has 2, and Aluminum has 3.. These are  metals which lose electrons easily..
