Fluorine is the most electronegative element because it has 5 electron in the 2p shell. The ideal electron configuration in 2p orbital is 6 electrons. The electronic configuration of fluorine is close to the ideal electron configuration and the electrons are held extremely tightly near the nucleus. This results in greater tendency to attract electrons and hence is the most electronegative.

Chlorine has more electron gain enthalpy than fluorine because of large size of chlorine. However, fluorine is the most electronegative of all.
