checking all options we get,

1) 0.7 = 0 + (7/10) => place value of 7 = tenths.

2) 1.07 = 1 + 0 + (7/100) => place value of 7 = hundredths.

3) 0.907 = 0 + (9/10) + 0 + (7/1000) => place value of 7 = thousandths..

4) 15.007 = 1*10 + 5*1 + 0 + 0 + (7/1000) => place value of 7 = thousandths..

as we know that, tenths have a larger value than hundredths, or thousandths .

→ tenths > hundredths > thousandths .

therefore we can conclude that, 0.7 (option 1) had the highest place value of 7 .
