I) No, HCL and NaCl is not a buffer solution. HCl is a strong acid and NaCl is a salt of strong acid and strong base. The pH value of HCl and NaCl is less than 7.
ii) buffer solution is prepared by mixing equal amount of weak acid and its salt, such as, acetic acid (CH3COOH) and sodium acetate (CH3COONa) or weak base and its salt, such as, ammonia (NH3) and ammonium chloride (NH4Cl).
iii) Two common types of buffer solutions are : (1) a weak acid together with a salt of the same acid with a strong base. These are called Acid buffers e.g. CH3COOH + CH3COONa.
