when it reacts with water (i.e hydrolyses), both nitrous and nitric acids are produced:

2 NO2 + H2O → HNO2 + HNO3

Nitrous acid isn’t very stable in solution and will disproportionate if the solution becomes warm/hot or concentrated, but if kept cold & relatively dilute both acids will form.
