Sodium Hydroxide is highly basic in nature its pH ranges to 14


so , Sodium Hydroxide is a base.



2 ) magnesium Hydroxide which is milk of magnesia has pH of approx 10.
Mg (OH )2 .


it is slightly basic in nature so that it can't be your answer.



4) Ammonium hydroxide it is basic in nature and its pH ranges to 10 .



so ammonium Hydroxide is a base .



3) copper carbonate :-
copper carbonate is not of basic in nature so that it cannot be a base .
