Answer:

NaOH, KOH and NH4OH all dissociate into OH- ion and corresponding cation. The OH- ion is responsible for them being basic. This does not happen in C2H5OH as it is a covalent compond and so it does not dissociate into ions. Infact C2H5OH is slightly acidic as it dissociates into C2H5O- and H+ to some extenet.
