Which of the following is not an Alkali?

a) NaOH
b) Mg(OH)2
c) NH4OH

Guys, this was asked in my school test today. The first option is obvious. But the second and third options aren't alkali either. The answer turned out to be Magnesium Hydroxide since it is a weak base. But so is ammonium hydroxide. Which one is the weaker alkali? I'm confused. ​
