A so-called cathode ray is really just a beam of electrons that have been accelerated by a large differential voltage. Basically the defining property of electromagnetic waves/radiation is that in a vacuum they travel at c,c, the “speed of light.” Electrons, having nonzero rest mass, cannot under any circumstances travel at c,c, so they cannot be regarded as electromagnetic radiation.
