Political system makes authoritative and binding rules; laws and decision. These emerge out of each political system and are binding on all structures and people. “The rule-making process is present in some form or the other in all systems.

In the simpler types of political systems, the structures which are involved in the making of the rules may be groups of adult males. These groups preserve traditions. There had always been the problem of the location of the rule-making power.” In contemporary time Rule­making is a basic function of the legislative structure.
