Option 2 is the phenocopy.

If a genotype mimics the expression of another one it's called Phenocopy. Phenocopy is not heritable character.

Here in second option Tt which is the genotype for tall plant but its phenotype is of dwarf plant so it is mimicking the expression of other so it is a phenocopy.

Definition of PHENOCOPY :

PHENOCOPY is a phenomenon in which an organisms phenotype is is environmentally determined and similar to another organism whose phenotype is determined genetically.

Let's see OPTION 2 :

Here , tt genotype would result in dwarfness in plants.
