As in this case there is a +I group ( Alkyl group) with diminished effect of -I group (RCO group). All other cases have CO group at neihbouring position and as we know Inductive effect is distance dependent, thus all other cases except 3 will have more + ve charge magnitude compared to 3.

Stability of carbocation is decided as follows

1° < 2° <3°

As tertiary carbocation would have more H.C. than primary & secondary carbocation so it would be more stable among them.
