your answer is c.Among the given options PbCl4,BF3 and CS2 are non polar.A nonpolar bond arises when the electronegativity of the two atoms are almost equal.If there is a great difference in electronegativity the resultant bond will be polar which is also known as ionic.In nonpolar bond equal sharing of bond electrons will occur.

PbCl4 have tetrahedral, BF3 have trigonal planar and CS2 have linear structure which all are symmetrical making dipole moment zero. Since Sncl2 have bent shape (having 1 lone pair also) its dipole moment not equal to zero making it polar in nature.
