Trapezium is the quadrilateral but not a parallelogram.

As for any  figure to be quadrilateral it should have four sides which trapezium have.

Some of the properties of Parallelogram are -

• Parallelogram should have two pairs of parallel sides.
• Opposite sides should be congruent.
• Consecutive angles should be supplemenatry.
• All angles should be right angle.
• The diagonal of parallelogram should  bisect each other.

Trapezium is not a parallelogam as it does not have two pairs of parallel side , it only have one pair of parallel side but it is a quadrilateral as it have four sides.
